iPhone 3GS activation question

I got a new iPhone 3GS from Australia. It's factory unlocked.
I connected it with iTunes and put in my sim card (i'm not on an official carrier) and they said the phone is unlocked.
But I still get no service even after an hour.
Any idea what's wrong?
I don't want to jailbreak.

If you are on T-Mobile, then you should turn of 3G because it doesn't work, and can cause service problems.

I'm not on T-Mobile. I'm not even in the States. And yes, I have 3G turned off.

Try putting it into airplane mode and taking it out again, if that won't work then reset your network settings.

Tried those ... they didn't work.
I reset the whole phone and I'm gonna try again.
