Flash Guru help needed.

I'm trying to make a flash content box with a corresponding scroll-bar that I can load an HTML/PHP file into. I have downloaded a few .fla files with scroll-bars, but I can't figure out how I would satisfy my particular need. Any help would be greatly appreciated.
