Exported Quicktime Movie Problem

I don't know if I set the wrong compression type (H.264) or if there was another setting off. Exporting from FCE4 Using Quicktime Conversion, the quality is set to high and the encoding is set to best quality but the movie image is low quality, at least when the camera is panning the image disintegrates badly.

Which compression type should I use and what else should I try?

I would suggest deinterlacing if your source material is interlaced.
