You can SSH into your phone and replace the actual sounds or you can make a Winterboard theme with the following directory structure:
YourTheme > UISounds > ...
In there you can put whatever sounds you wish to replace. The sound files are originally *.aiff with the extension changes to *.caf.
Here are the filenames you can replace:
alarm.caf
beep-beep.caf
begin_record.caf
begin_video_record.caf
ct-busy.caf
ct-call-waiting.caf
ct-congestion.caf
ct-error.caf
ct-keytone2.caf

System/Library/Audio/UISounds/
You will see six .caf files in there called sms-received1.caf thru sms-received6.caf. You need to replace these .caf files with your own .caf files.
You will see a .caf file in there called Voicemail.caf. You need to replace this .caf file with your own .caf file.
Don't know if E-mail can be changed ?
In order for you to get your .mp3 to a .caf file, you will need to do a little conversion.
Renaming alone will not do it with an MP3. conversion is necessary.
CAF is a renamed AIFF file (*.aif). AIFF is an uncompressed file (like a .WAV file).
iTunes can convert any file imported into an AIFF if you go into preferences/general/importing and select the AIFF encoder. Then just rename the file to the proper *.caf file you want to replace and SSH it to the phone.

There's a category in cydia for sounds. I believe it is titled "Winterboard (sounds)" I can't remember for sure tho, but it's there. OR just do the ssh thing. I am not sure about how comfortable you are with computers. Using winterboard is easier, but ssh has more possibilities.
