I wonder, why there is a inscription at the facade of the James Farley Post Office in Manhattan (near Madison Square Garden).

You can read there:

LOUIS XI MCCCCLXIV
CREATED THE POSTE ROYALE
FRANZ VON TAXIS MCCCCC
IMPERIAL POSTMASTER

(see attached photo)

Who decided to place this text there and why? Has Franz von Taxis any connection to New York?

Louis XI introduced reintroduced a post system that would serve as a model for the modern one.

von Taxis is considered to be the father of the modern postal system.
