no it isnt,
sharepod should work for you.
http://www.getsharepod.com/
It's free.
Let me know if it works for you. I have it, but have never had a reason to use it. There are other programs, if that doesn't work, but you may have to pay for them.

There's your problem (iTunes 9). It breaks all the old software. I just tried sharepod and iPhonebrowser and neither works any more.
Well, there's also this:

Might have the same problem though. 3.1 and iTunes 9 are so new, that the software hasn't caught up.
Edit: ipod2pc had the same problem. I just tried it.
You have two other options:
Go to an Apple store with your phone and computer and they can get it off for you.
Delete iTunes 9, get the previous version of iTunes and then use sharepod.

It's about Apple controlling the experience.
Well, hopefully all this trouble is going to work for you. I could've sworn that sharepod will do what you want, but I'm not going to delete iTunes. :) If not that, then ipod2pc should work. You get a trial version, but I wasn't able to see how the trial works, since I have iTunes9. It may just let you copy a few files, IDK. But you can pay for it (I think it's fairly cheap).
As a last resort, just go to the Apple store with your computer and iPhone.
Let me know how it works out.
Edit: Don't go to OS 3.1 until you get this worked out, or you won't be able to use any of the methods I've suggested (except for the Apple store)

Reboot your computer to see if you can install 8.2.1.
If not:
Then do this:
http://support.apple.com/kb/HT1926
Then install 8.2.1.
What's the link you are using for iTunes 8.2.1?
