The other day I met a graphic artist who uses System 7 with every day use for her business. I was just wondering if there was anyone else out there who still uses System 7 or older.

I was using system 8.1 only last week for some Quark 3.32 and Photoshop 3 action. I'd Imagine system 7 is still fine if she is doing some Freehand / Illustrator work with and version from the same era.
My days of System 8 are numbered - my 15" PowerBook is on order - OSX here I come :D

I do a bit of computer work for an artist who uses Photoshop under system 7 (I think--it could be 8 now that I think about it) on a hand-me-down PowerMac to scan and color-correct her work.
Seems to do well enough with it when it's not coughing up blood and threatening to die entirely, though those tiny few-hundred-megabyte SCSI drives cramp her style.

Photoshop 3
I can't bear to think of using Photoshop without histories. (put up with it at one time, but there is no way I could ever go back)

An OS doesn't become useless because it's old. If you run it on the appropriate hardware and if you use applications that will run on it it'll work as well as it did when it was new.
However, it is like tying one arm behind your back. There have been so many advances in the last 8 or so years that I can't see doing any work on something that old. Time is money.
They also fear change. Going from 7 to OSX is a huge step. Plus they'd have to get new software. If they can work effectively in 7 then let them.
