iPod Touch EU volume-capping?

I'm thinking of buying a Touch over the next few months, currently have an 80gb Classic that will continue to be used in my car.
Are the EU-sold Touchs volume-capped? if so, I may look at having a colleague pick me one up on a business-trip outside the UK/EU.....

It would seem (http://commoncorner.wordpress.com/2007/12/24/eu-ipod-touch-and-the-pathetic-volume-saga/) that they are complying with a French Law!!! Strange that it applies to the whole EU. I have never heard of this happening before.

Is it capped to make sure we done hurt our poor little ears!!!:p
