Can I unlock a iPhone 3G 3.1?

My brother tried unlocking it and said there is no way he can unlock it for me until some program comes out for windows since he says it doesnt work on my Mac. I dont believe him...Im sure i read somewhere that 3.1 isnt available for 3GS, but I have a 3G...so can someone tell me is it possible to unlock a 3.1 for 3G, or if anyone actually did it?

It can be jailbroken but not unlocked since 3.1 firmware updated the baseband to be unlockable.

You might want to check into fuzzyband downgrader (or whatever it's called these days). If you have the right bootloader version, it might be possible to downgrade the baseband to one that is unlockable.

Fuzzyband can downgrade you baseband if your bootloader is 5.08.
