iPod touch make calls with iPod Touch from wherever?

This is possible to do without being on wifi hotspot? Cause I'm pretty sure there's no way of this, yet this girl insists she can make calls and text from her iPod touch for like $25 a month..

Is this possible without being on wifi?
 
You must have a connection to the internet in order to make calls or text from your ipod touch. This requires WiFi. However, you could be getting that signal from a smartphone with WiFi tethering or a MiFi from Verizon, and then, you could call someone from anywhere you had a cell signal.
