They do, just instead of calling it the "Dashboard", like they do on the Mac, they call it the "SpringBoard". Instead of downloading Widgets, you download what are called "Apps".

well actually, i agree with widgets. there could be a discernible difference. the widgets could be placed on the "unlock" screen...giving you an option to show the battery power and/or your widgets.
the widgets can be represented by smaller icons on the bottom (or side when in landscape, of the screen). sometimes you need so little information that its not worth unlocking your phone, an opening an app. even if the app is located on your home screen and opens in 3 seconds.
