Just today i noticed i am no longer able to quit any of the open programs by right clicking the icon on the dashboard... any idea why?

You have safari open yes? But there is no blue orb below it's icon? Have you any modifications applied to the dock?

Go to ~/Library/Preferences and remove com.apple.dock.plist and com.apple.dock.db
Finder has nothing to do with the Dock. They are two different processes.
I deleted the files you stated but nothing has happened. do i need to restart or something? also what has caused this?

Go to Terminal and type in "killall Dock". Make sure to trash the files from the Trash also. It could be a corrupt .plist.

killall dock didnt work, but quitting the process from activity terminal worked
