transfer of video from FCE to iDVD

I have recently completed an hour of video editing on Final Cut Express and several attempts that I made with transferring it to iDVD have resulted in picture quality shaking. I have been told that it might have to do with some interlace issue, which I've tried to resolve by saving the whole project in PAL and at the point of exporting it adjusted all the relevant settings to PAL, which unfortunately didnt resolve the problem. Any thoughts????:confused::confused:

Do you see the "shaking" on the DVD after you burn it and put it in a DVD player?

Does the shaking look like this:
