If it's from the Dev-Team, it's not true. They clearly said in their latest post they didn't have any plans for a PwnageTool for Windows.
If it's from iH8sn0w or something, maybe.
Either way, I believe redsn0w is coming way before these "WinTools" are released. And redsn0w will work well with iDevice users who are already on 3.1(.1).

Weird, I don't see anything saying a Windows version is coming out:

Where did you see this?

I ran across this in my Twitter feed, but don't recall the source. I'm happy with my Mac-created ipsw, but I'd like to be able to create my own on my pc. I'm interested in seeing if this happens.
Edit, Found on Twitter: sn0wbreeze, a "pwnage-like" tool for the windows platform is being developed by @iH8sn0w and @DarkMalloc and is slated for an October 12 release. Follow those two on Twitter for updates.
Yes it is from I h8sn0w there on ustream taking questions right now. This is what they tweeted me
"@TJ__*Yes,*sn0wbreeze*will*support*iPod*Touch*2G*3.1*OTB*:)*(via*@DarkMalloc)"
here's the URL for ustream

Wirelessly posted (Mozilla/5.0 (iPhone; U; CPU iPhone OS 3_0 like Mac OS X; en-us) AppleWebKit/528.18 (KHTML, like Gecko) Version/4.0 Mobile/7A341 Safari/528.16)
I hope this is true. There is always an alternitive to pwnage tool for windows & usually by Dev-team so I can't see them saying they don't plan to release a workaround for windows

Looks like I'm late to the show. I'll try to log onto the IRC channel. Thanks!

Couldn't have said it better myself.

OK, so Sn0wbr33ze is coming out for Windoze, but there will be no Pwnage Tool for Windoze. It's always been Mac only.
And if it supports 3.1 OOTB, that will certainly help alot of frantic posters out.

What the dev team said is that they won't be making *Pwnage Tool* for Windows. I expect that they *are* working on an alternate method, such as redsn0w, for Windows.

They didn't say there wouldn't be a windows tool, just that it wouldn't be Pwnage Tool. As in the past, probably a version if Redsn0w.
Dev Team said they won't develop Pwnage for Windows.
They are developing a pwnage tool for windows, apparantly musclenerd(Dev-team) is making one for windows and so is ih8s0w, but the only difference is iH8sn0w release date is oct 12.
From twitter:
iH8sn0w Even though, @MuscleNerd is creating a PwnageTool for Windows, we are going to still proceed! :)17 minutes ago from web

Well since everybody it throwing tweets out, I thought I would muddy the water a little more.
From IH8Sn0w twitter:
@TheiHelpTeam redsn0w is no longer possible because fsboot was removed in iBoot 3.1.
Of course, names are just names, all subject to change.

I hope a name is a name.
I wouldn't want to create a firmware, then restore to that.
Redsn0w was perfect the way it was.

Thanx for clearing up! I was aware pwnage was mac friendly & redsnow windows etc however some posts are getting confusing by hinting that pwnage will be available for windows....I'm guessing they mean the pwnage alternative tho. Cheers again
I don't care what it's called as long as it can JB my sons iPod with 3.1 out the box.
Btw George Hotz is also developing another purplera1n that will JB all devices.
