Burn BD to Region B with FCP7 ,Toast or Comp.

I'v burned BD disks with FCP7, Toast and Compressor and they play great on my player here in the US Region A. I know that the HDMI I/O ignores NTSC and PAL formats, but how can a Region B disk be burned so I can send to a friend in Australia.
