You have to jailbreak the phone and for right now there is no jailbreak tool for 3.1.2 firmware.

It is expected the tools will be released soon.

If you do jailbreak the phone, you will have to be careful about applying those Apple updates you chided us about as they will write over your jailbreak including Cydia.

So do you think it could impact my ability to continue to update Apples FW updates if I jailbreak my new phone????

You can always update, but depending on what JB tools are released, you may have to re-JB your phone after each update and re-install your Cydia apps.
