I have NuForce NE-7M and Ultimate Ears-Metro.fi 100v headsets. I like the clarity of the sound from the NuForce earbuds slightly better. The Ultimate Ears have a nice cloth covered cable that doesn't tangle as much. Both are in your price range. And both are far far better than the Apple ones provided with the 3GS, IMHO.

I got my 2 good headsets from Amazon. The cheap headset I got through eBay doesn't sound the best, but I keep it as my "beach" pair.

Get Denon C-452 or C-252. They are under your budget and are in-ear phones. I am using 452 after some research over the internet and am very much satisfied with them. I have been using Bose In-Ear before the Denon's since the Bose's black and white wires started breaking.
