broken screen and emergency calls only

My partner bought an iPhone off eBay about a year and a half ago, and smashed the screen soon after. Now there is a message that comes up which says emergancy calls only. I think it may have something to do with it being unlocked but I'm afraid I don't know much else about it.

He has since left me (and the iPhone) and I dont know what to do with it!!

Can anyone shed some light on this please?
