Well... if you don't mind the plug...

100sounds (http://www.100sounds.com) actually has hundreds of sound fx, including many scary ones (you can hide others, and rearrange them) plus you can download all of them (and dozens more, including musical and funny ones) as ringtones. And when Halloween is over, you can still find useful sounds.... check out the user videos.
