I downloaded it for 3.1, which is supposed to work with 3.1.2 also.. but I can't see it after installing it

and has anyone had any problems with appsynch? I read a warning saying it might mess up your phone ..

Nope, just check Cydia to see if it's check marked, if so, it's installed.

I was wondering this too. How do I actually back it up though and retrieve the apps after a backup?
