Stars to form objects

I want to create this static image of space with horses leaping in the stars. The problem is that I want the horses to be made of stars, as if stars have come together to from the horse. I was wondering if anyone knows of a tutorial or solution that may help me.

I'm no designer, but this doesn't seem all that hard.

1. Get software that supports layers or overlays.
2. Get image of horse.
3. Get image of stars.
4. Open stars layer atop horse.
5. Move or duplicate stars to form horse outline.

There are lots of horse pictures on wikipedia. Lots of star pictures there, too.

Also many star images on NASA website.
