Can a iPhone 3G be unlocked without wifi? (Currently hactivated)

Long story short, my friend is on 3.0 unlocked and hactivated. His wifi hasn't been working at all (hardware based).

So can he update to 3.1.2 and unlock with blacksn0w? Well, does blacksn0w need wifi to be installed or is it bundled with blackra1n?
