I was wondering if it was possible to run the Mac version of SimCity 3000 on a MacBook, given 4 runs awfully on mine.

No, SC3K was never ported to OS X, only OS 9. There is a Universal Binary (if you have the expansion,) have you tried that? Otherwise your best bet may be bootcamp.

Well, I have that, but it runs incredibly slow (I have a first gen MacBook with its ****** integrated GPU), even at low settings.
