iOS not able to find library pallete in Interface builder

Hi,

I am interested in learning Iphone development

Stuck at this point where I try to create a Hello World app
When I double click "ViewController.xib"
only 2 windows pop up

1)a folder containing (File Owner,File Responder and View)
2)the view

I cant find my Library palette

I am not able to drag and drop any labels or texts as I am not able to find the library palette
Is these any other add ons that I am missing while I installed xcode

I am using Snow Leopard and xcode 3.2.1
