Lost iPhone Contacts after Downgrade

downgraded iPhone 3G from 3.1 to 3.0 to bring back tethering features.
iTunes 9 backed up but I lost all my data (pictures, contacts, etc.)
Upon restore, it would only restpre Apps in iPhone.
Otherwise, nothing else.

How can I restore my contacts list and settings .. etc (other data, such as notes etc.) using WINDOWS... I don't have Mac.

Have looked around the net, but nothing helps so far 🙁
