Garage Band will do the trick, but there is also Audacity (free) which can do the same.
MP3s are highly compressed though, so maybe it is best to have an uncompressed format like .wav or .aiff to do those things.

It's pretty easy in Audacity. Highlight the section you want to work on, choose the effect, and there you go.

To edit mp3's without de-compressing (and then re-compressing), you need this:
http://deepniner.net/mp3trimmer/

You can use something like Audacity or GarageBand, but if you do, importing the mp3 into either one decompresses it into wav or aif format. When finished editing, you must then RE-compress it back into an mp3 (with a resulting loss in quality).

mp3trimmer works _directly_ on mp3 formatted files, no change in quality.

I haven't heard of any other mp3 editing tool out there for the Mac that can do as much.
