So I'm one of the lucky ones to actually have bought NetShare back in the day before they dumped it. What I'm wondering is if you guys think it will be possible to tether the iPhone's cellular data with a normal wifi enabled iPad?

No, you won't. Netshare requires that you create an ad-hoc network, which both the iPad and the iPhone are incapable of creating without jailbreaking.

But this raises the point that those who bought NetShare will be able to tether with their 3G enabled iPads.

This is the first thing I thought when seeing the iPad... NetShare + iPad = Great. Not so, because as noah82 mentioned, you'll need to create an ad-hoc network.

This may be the justification I need to jailbreak my iPhone though.

Just jailbreak and buy MyWi. It's only 10 dollars and you can create a wifi network. No need to pay $130 dollars more.
