iPad-Specific Apps?

Just wondering if any developers know if the new iPad-specific UI-upgraded apps will be updates to existing apps (making it so the app runs the iPhone version when loaded onto an iPhone, iPad version when loaded on an iPad) or if they will be separate new apps which we will have to re-purchase?

Can be either, it's up to the developer.
