I'm trying to design an album cover for a friend's band and all I want to do is draw a rectangle border around a picture, I've tried using the rectangle tool but it will only let me draw filled in rectangles. Is it possible to use this tool to draw empty/line only rectangles? or do I need to do it manually?

Draw your rectangle and go to "Select"->"Modify"->"Border"
