I am attempting to create a new wireless connection for students at my university and ony have experience doing so with 10.3. How do I create an 802.11x connection with 10.2.8. There is not an option for "File>New 802.11x Connection". Is it possible that an update/download is needed for this? Thanks for you help.

Check Internet Connect, which can be found in either the Applications or Utilities folders. The option you seek might be in there.

That is my problem with 10.2.8, the option once in "Internet Connect" is not there where it is with 10.3 ie "File>New 802.11x Connection". Surely there is an update for this.

I'm not referring to "New 802.11x Connection" menu item - I thought there might be something like the "Show AirPort status in menu bar" option, which can be used to make a new wireless connection.
