icon to start VPN and start safari on a page

Hi

I'm looking for something really simple but didn't succeed in finding it: I need an icon which will when I click it:
- start my default VPN connection
- after it has been created launch safari to open up a certain site.

Did any one see this around or do you know if it is easy to create (and free or do you have to buy the SDK?)
