iOS Application removed from sale, how to put it back up?

Hello I removed my application from sale a couple weeks ago to make some adjustments to it, and now i think it is ready to go for sale again. How do I make it available again?
 
i realized it was awful and didn't want it to get bad ratings, and now it is a good app and now I cant sell it.

You'll have to re-submit your new binary and it will have to go through the approval process again. Every time you have a new binary, it needs approval.
 
ya thats what i did my new binary got approved and then the application status immediately went back to developer removed from sale even though i never removed it the second time
