What's the correct procedure to remove noise from images in Aperture?

When I select the noise reduction pane in the adjustments panel and play with the settings, it does absolutely nothing. What am I missing?

Yeah. The noise reduction (as well as the noise reducing RAW slider) and the chromatic aberration tool always trip me up. I don't know exactly what each slider is doing, I just try and mess with them until I find what I want.

In my case, I have confirmed... it is doing absolutely nothing. It must be dependent on some other adjustment that I'm not aware of.
