iOS Testing localized apps on other's iphone simulators

How can I build a binary to enable testing localized apps on other's iphone simulators? They won't have xcode.
The tester's iphone language could be changed successfully when using the simulator, but the app defaults back to english.

This does not happen if the app is built and tested on the same Mac or when the see the app on an actual device
