I have a pc while I am saving up for a mac, and I was wondering if there is a way to use phone SDK on windows?

No. The SDK runs only on OSX. The best you could do is turn your PC into a Hackintosh, and boot into OSX when you want to develop using the SDK, but that would be a violation of the developer agreement.
