The latest verison of Toast (v6.0.7) has an option to burn 'DVD-Video from Video_TS' under Video.

Forget that. Burn it as a data dvd, and under the advanced tab select (DVD-ROM (UDF). Thats it.

will DVD-ROM play in a standar DVD player?

DVD-ROM disc is used for storing data and interactive sequences as well as audio and video, generally on a computer, and not on DVD player.
BTW Jimsowden has the right way to create a DVD that will play in a DVD player.

You can download the latest Toast update here. (http://softwareupdates.roxio.com/gm/updaters/mac/toast/titanium/v6/toast_ti_607_update.sit) No ID code needed.
Yes, you can burn a VIDEO_TS folder on a DVD-R that works flawlessly in standard DVD players. Use MacTheRipper and DVD2oneX. Great software.
