Mac Pro - How to put a CD in when I can't boot

I lost a hard drive, no big deal.

I want to re-install the operating system.

I need to put a CD in.

When I boot up and hold down C, nothing happens. So how do I get my DVD drive to eject so I can put the disc in and install?

then f12
