macOS Scroll View not working in the bottom view of Split View in Cocoa

I have a dual view with custom view in the top view and scroll view in the bottom view. Scroll view's custom view will be loaded dynamically by other class view. Vertical scroll bar will be enabled once the view is loaded but will not respond once the view is resized

Please help me on this .
