macOS Make web browser?

I know in Windows you can make an internet browser in Visual Basic or whatever it's called, but can you do that on a Mac? Note I have a lot of restrictions:
PowerPC
PowerPC G4
256 MB RAM
etc.

This tutorial is ANCIENT in computer time, but if you can figure out the necessary adjustments it will walk you through the process. You're going to be using Xcode instead of Project Builder.
