Noob is there an app that allows u to create an website?

Sorry I'm really uninformed about how to create a website, but I was wondering if there is any app that lets u create a website using a generic template. Like a blog layout per say. And upload it to my web host.

A really good design site is Wix.com

It only uses flash though. Checkout RapidWeaver as well.

I'm currently using a wordpress theme builder.
