I considering developing an app that would require gps, is gps standard on all or some of the ipads/pods?

or is there an addon like with notebook computers?

also if there is, is it accessable by the programmer?

iPad 3G, iPhone 3G and iPhone 3GS have GPS chips. The regular wifi iPad and iPod Touches don't, and you can't plug one in.
 
The previous poster is right. But you can still use Location Services in your applications on models that support it, which gives access to geolocation through Skyhook.
