I probably sound so dumb asking this but Apple's website doesn't seem to make it very clear on what the Aiport Express actually is, is it a router? Is it an extender? What is it?
Can this be used as a main router, and is this good enough for a medium sized house of 4 computers and 2 Xbox 360's?

It's a wireless-only router that can accommodate up to 10 users. It can also act as an extender.

Yes, if you don't mind wireless-only internet.

Oh cool, so it is a router, can it do stuff that a normal router can do like forward ports, block sites etc?

You can do anything the Airport Utility allows you to do.
