It seems like a lot for a Core 2 Duo. Am I wrong?

It's Core 2 Duo. For 250$ more you can get the refurb i5, which I strongly recommend

But then I have to ask, is the jump to the refurb i7 worth it?

If you have the $, yes, it is. Of course it depends on your usage but isn't it nice to have i7 because 7 is bigger than 5? :p It's only 150$ more so jump for it if it's fine for your wallet

Now what kind of price drop do you expect on the refurb 27" i7 when the new ones get their little specs upgrade this summer/fall? Should I just order and not worry about that?

Not big as the update will be very minor for high-end maybe 50-100$. Buy now and enjoy
