if i have a folder that has an index.html (or index.php) in it, is there a way to make a link to put on the index page to see the contents of the folder as if it had no index page?

No, but if you take out index.html or php and use .htacess, you can acomplish this. It may do it just by taking out index.html, depends how your server is set up.
