Does the base speed mean the minimum speed for the fans to run at? Or, is the speed the fans will run at all the time?

What is "base speed" in smc fan control?

The base speed of the fan(s) in Apple's notebooks is 2000RPM, so that is also the default setting in Fan Control software. The fan(s) spin at 2000RPM all the time, unless they go faster, but seldom the go slower, unless you're a proficient hacker.
