Early Upgrades

I'm confused about the iPhone 4 early upgrades.

If I bought the iPhone 3GS the day it came out, am I eligible for the iPhone 4 the day it comes out for the $199/$299 price?

I've read many places saying the AT&T support people say yes, and people that have called have gotten the same answer.

And if my girlfriend got hers in November, when is she eligible?
