Just put iOS4 on my 3GS and I don't have the iBooks app. Am I missing something obvious here? I'm in the UK.

Yes. It's not part of the OS. It's an application that you have to download from the App Store. The app has not been released yet. This is exactly the same as the iPad so should not be a surprise to anyone.
