If you're iPod is formatted in HFS, windows computers will NOT even be able to recognize it, even if you have iTunes installed?

True, unless you got a utility like MacDrive or MacOpener.
There are probably others aswell.
If you format yoy iPod as FAT32, both win and mac can acess it.
