I've looked several places and found ways to get the iPhone SDK to install on my Powerbook G4, despite it's PPC processor. However, these tutorials only seem to work for the older SDK's, and I have yet to find a site from which I can download the 2.2.1 version. Any suggestions?

You will have to torrent it. Demonoid does have the file in question.

I use it on my PowerPC mac mini which is 1.5GHz. I should warn you, that if your powerbook is any slower than this it wont be a nice experience as even my G4 is really a little too slow to handle Xcode. Its okay and usable, just not as nice as my MBP.
