Is 'Fring' video calling over 3G Skype free?

I have unlimited data. If I use skype (free skype to skype calls) to skype someone else and video chat on Fring, is it free?

Bummer. I'm sure in a few weeks things will settle down. I remember when Knocking Video came out, it was terrific but highly stressed by traffic and had some bugs. Took about a month before it was consistently usable.
